"This is the most exciting development
opportunity in Europe. Improving a central London area on this scale
will never happen again in our lifetime"
Norman Foster
What Southwark Council aims to achieve
Southwark Councils overriding objective for the Elephant and Castle is to create a thriving and successful place for people to live and work. The Councils vision is for the creation of a place that:
- has its own clear and positive identity that builds on the strengths of the area, such as transport links and proximity to central London
- supports a successful and diverse mix of affordable homes, shops, businesses and high quality recreation and cultural activities
- creates opportunities for all local residents, and ensures that they are a key part of the transformation of the area
- improves the life chances of individuals through enhancing health, educational achievement, skill levels and employability of individuals.
- shifts the emphasis, and gives priority to, pedestrians, public transport and cycling, rather than cars
- is safe, and free of the fear of crime
- is clean and well maintained
- has a high quality, accessible and integrated public transport system
- has an integrated network of high quality green spaces that draws people into and through the area by improving its appearance and encouraging activity
- provides for the economic, educational, cultural and social needs of a diverse mix of existing and new residents
In order to realise these objectives the Council acknowledges the regeneration process will need to:
- attract significant levels of new investment
- put in place systems to prepare local residents for employment and lifelong learning
- increase job opportunities
- provide a range of new and improved facilities
- protect existing businesses and employment activity
- provide new properties
- create new buildings, pedestrian orientated streets and spaces
- reorganise roading to favour pedestrians and cyclists and reduce car-use
- establish a number of green spaces
- implement measures to promote knowledge and awareness of more sustainable ways of living
