Re-housing for Heygate Residents
The Heygate story so far
Right from the outset of proposals for regeneration in for Elephant and Castle, Southwark Council has been committed to putting Heygate residents first.
We have run an extensive programme of events, exhibitions, market research and newsletters on the estate since 2003, and have continued to work closely with the Heygate tenants and residents association. These approaches have helped us to shape a rehousing offer for Heygate that reflects their wish to stay living in Elephant and Castle, as well as their desire for high quality new homes.
The regeneration proposals, combined with the councils large land holdings, present a rare opportunity to build new homes in the Elephant and Castle area, in partnership with housing associations. Heygate tenants have the choice to move into one of these new homes, or into an existing council home within the borough. Heygate leaseholders need to be bought out by the council and we have created a range of options to give extra support to leaseholders that might face difficulties as a result of this process.
Over the past two years, a specialist rehousing team has been visiting the homes of Heygate tenants to assess their housing requirements and discuss their preferred choice of tenancy and location. At the same time the council has conducted a thorough procurement process to find the best housing associations to build and manage residents' new homes. The rehousing team will then begin to match tenants requirements with the homes being planned across fifteen identified sites around Elephant and Castle.
Two housing association consortia have now been selected to build new homes for Heygate residents. These are:
Urban Choice: a consortium of Family and Affinity
A consortium of London & Quadrant, Guinness & Wandle
These associations were selected because they demonstrated a strong commitment to delivering high quality homes. They also demonstrated their ability to deliver the scheme, strong management and governance structures and an excellent approach to community involvement. A panel made up of Heygate residents, Southwark officers and professional consultants made up the selection panel.
